R A Kelly Construction
Founded in 2015, R A KELLY CONSTRUCTION is an Oregon Emerging Small Business that provides assistance with due diligence, project implementation and management and construction management on commercial/industrial, water/wastewater and general civil projects to construction firms, A/E/C firms, public agencies and private industry.
Mr. Kelly has a BSCE and MSCE and over 30 years of diverse engineering and construction management experience as a consulting engineer in planning, permitting, funding, designing and constructing water, wastewater (municipal and process/industrial), storm water, solid waste, buildings and general civil facilities for public agencies (cities, counties, special purpose districts) and the private sector. He has prepared numerous engineering studies, master and facility plans, plans, specifications and cost estimates, as well as provided construction engineering support and management on a variety of projects.
Mr. Kelly has lead and managed multi-disciplinary teams of engineers and subconsultants on a number of complex projects. Mr. Kelly has been responsible for the preparation and quality control of: proposals, contracts, correspondence, studies, reports, PS&E’s and other work products. Besides technical expertise, he also has considerable experience with marketing, business development, presentations and building and strengthening relationships.
Professional Licenses, Certifications and Value
Mr. Kelly is a registered professional civil engineer in several states (OR, WA, CA and AK), as well as being a Certified Construction Manager and LEED AP® BD+C. Mr. Kelly is one of less than about 15 CCM’s in the state of Oregon, and even fewer that are also professional engineers. He is also a licensed Oregon Commercial General Contractor, Level 2, and certified EPA Lead Renovator.
Mr. Kelly’s engineering and construction background and experience gives him some rather unique capabilities, skills and talents. He is able to assist in many different areas and aspects of a project and bring value throughout all the different phases. He has the necessary experience to effectively communicate, collaborate and work with all of the different members of the design and construction teams as well as regulatory and permitting agencies and other project stakeholders.
